Deputy Commissioner of Public Works
City of Middletown, NY

The City of Middletown seeks an ambitious, Public Works minded individual to assume the position of Deputy Commissioner of Public Works.

This position plans, organizes and directs the public works programs and operations of the City as well as supervises and controls several departments including Streets, Sanitation and Building Maintenance and positions under his/her jurisdiction.

The ideal candidate would have a HS diploma (4 yrs. Engineering or Construction Management degree is preferred and at least 8 yrs. exp. in Public Works or equivalent. Essential knowledge in Business Admin., Public & Industrial Relations and Personnel are required, Municipal background preferred.

We offer a complete benefits package including medical, dental and vision. Annual salary is $72,000.00.

General Statement of Duties:
Plans, organizes and directs the public works programs and operations of the City; supervises and controls the following departments and positions: Janitorial Services, Sanitation Department, Street Department, consults with officials on all matters affecting operations of the City. Prepares and supervises the budget operations of all above departments and department Capital Projects; approves all purchasing for said departments. Enforces all codes and ordinances under the Public Works Department jurisdiction; prepares bids and specifications for said department; does related work as required.

Works under the direction of the Commissioner of Public Works.
Acts as Commissioner of Public Works in his absences or at his designation.

Required knowledge, skills and abilities:
This is a vital and major professional and administrative position addressing itself not only to the application of engineering principles and management practices, but also to involve business administration and industrial relation function as well. The incumbent operates within the framework of general City wide latitude for the use of independent judgment in the determination of operating methods and control. General and direct supervision is exercised over a substantial number of employees, including professionals, skilled, semi-skilled laborers and clerical personnel.

The position requires comprehensive knowledge of administrative procedures and techniques; budget proposals, management and analysis; ability to coordinate complex and diverse phases of City engineering problems: ability to obtain cooperation from outside organizations and agencies; marked ability to assume initiative and to lead and direct subordinates; ability and willingness to delegate necessary authority and responsibility to associates and subordinates alike; ability to address lay and professional groups on engineering and public works problems; ability to analyze and resolve unusual and long range problems and plans in a realistic and expeditious manner.

The incumbent must have pleasing and pleasant appearance with an affinity for people in general and possess a keen awareness of the particular complexion of the City of Middletown together with its potential for growth and development must commend and maintain the respect of subordinates, associates and the public in general; must be aware and alert to the needs of the community and its neighbors and able to cope with the multitude, complexity and diversity of day to day problems which are an integral component of the position.

Supervised by Commissioner of Public Works; requires 4 years high school education (4 yrs. Engineering or Construction Management is preferred), and at least 8 years experience in Public Works or construction or equivalent education; i.e., one year college equates to 2 years experience; Essential knowledge of Business Administration, Public & Industrial Relations, Personnel and the welfare of the public. Position supervises all DPW employees.
