The Community and Economic Development Department administers the U.S. Department of Housing and Urban Development Community Block Grant Program. This program is divided into several components and two general areas. The Community Development Block Grant Program (CDBG) provides both housing and small business economic development assistance to eligible projects. Through the housing program the CDBG program provides grants or loans to eligible home owners or landlords to rehabilitate their properties in compliance with City building codes. The program is income based, and depending on the household income, affords either a grant or a loan to homeowners or a loan to landlords with eligible tenants.
In addition, the program has an affordable housing assistance program whereby eligible prospective homebuyers may qualify for first-time home buyer assistance. Small businesses may acquire low interest rate loans through our office for the purpose of establishing or expanding their business in the City of Middletown. The loans are generally limited to fixed assets, financing and generally are provided in conjunction with personal equity and/or local bank participation. Additionally, the City of Middletown offers access to other public financing programs for larger projects, in addition to the aforementioned, including but not limited to Industrial Revenue Bonds and participation with the U.S. Small Business Administration (SBA).
